This division implements the following projects and tasks.

Disease Prevention Service
The functions of this service are to review sanitary activities through campaign activities, eliminate infectious diseases, epidemics and unsanitary conditions arising in the environment and promote health.

Implementation of rules and regulations to prevent diseases, regularization of trade and business places etc. and decentralized control.
Conducting anti-rabies campaigns.
Disinfectant spraying.
Implementation of rat control project.
Conducting vaccination and immunization campaign.
Development of public health, maternal and child health.
Implementation of communicable and non-communicable disease prevention services, public awareness, vaccination etc.
Ayurvedic Disease Cure Service (Conducting Ayurvedic Mobile Services).
Healing service
Development of public health by providing free medical treatment, curing diseases and creating physical health and facilitating public health are the functions of this service. Establishing and running independent Ayurvedic dispensaries is also a special feature of this service.

Food and hygiene
Below are the main activities of this service.

Implementation of the Food and Drug Act and implementation of bye-laws under food, hotels, tea shops, rice shops, bakeries and unpleasant and dangerous.
Execution of the Goghataka Ordinance
Dead disposal service
This will be done to maintain the toilets in the local council area and clean the excreta systems of the local people.

Maternal and Child Clinic
The main function of this service is to protect the health of pregnant mothers and babies. Its main functions are given below.

Conducting antenatal and postnatal clinic.
Health officials visit the homes of mothers to check and provide medical advice and protection.
Providing facilities and assistance for home births.
Providing food and medicine to poor children and pregnant mothers.
Immunize babies to prevent infectious diseases.
Conducting family planning clinics.
Other health services (including crematoria and cemeteries)
The purpose of this service is to provide the necessary facilities for burial and cremation of the local residents and orphans in order to protect the health of the city.

Fees charged in respect of crematoriums run by this council as a service are taken under this.

Within the jurisdiction of the local council, Rs. 15,000.00

Outside the local council jurisdiction Rs. 18,000.00

 

Solid waste management
The main task of waste management is to dispose of the accumulated waste to keep the city clean. The daily collected waste is separated into biodegradable and non-biodegradable waste (glass, polythene, plastic, iron) etc.

Objectives of these services –

Becoming a pleasant town through the regularization of waste management in Mawanella local council area.
Promotion of community health activities within local council area.
Promotion of food hygiene in the local council area.
Promotion of school health activities in the local council area.
Implementation of environmental policy and issuance of environmental permits
In accordance with Section 26 of the National Environmental Act No. 47 of 1980 as amended by Acts No. 56 of 1988 and No. 53 of 2000, environmental protection permits must be obtained for the following businesses operating within the jurisdiction of Mawanella Regional Council.

Activities for which Environmental Protection Permits are required:-

All Vehicle Petrol Stations (Liquid Petroleum and Liquefied Petroleum Gases)
Candle manufacturing industries employing 10 or more workers
Coconut oil extraction industries employing 10 or more workers and less than 25 workers
Industries manufacturing non-alcoholic beverages employing 10 or more workers and less than 25 workers
Dry process rice mills
Mills whose monthly production capacity is less than 1000 kg
Tobacco drying industries
Cinnamon smoking industries with a production capacity of 500 g or more in one process with sulfur smoking
Edible salt storage and processing industries
Tea factories other than instant tea factories
Concrete Precast Industries
Mechanized cement blockstone manufacturing industries
Lime Kilns with a production capacity of less than 20 MT per day
Industries manufacturing plaster of Paris or ceramics manufacturing employing less than 25 workers
All Spindle Milling Industries
Tile and brick industries
Excavation with less than 600 cubic meters of production capacity per month by blasting one borehole at a time using less manpower and explosives.
Sawmills with a capacity of less than 50 cubic meters of wood per day or wood processing industries using boron treatment or sawmills
Carpentry industries using multi-purpose machines or wood-related industries employing more than 05 and less than 25 workers

Hotels Guest Houses or Inns of 05 or more and less than 20 rooms

Repair, maintenance and reconditioning of vehicle air conditioners
Repair, maintenance and installation of refrigerators and air conditioners
Container terminals that do not service vehicles
All electrical or electronic repair shops employing 10 or more employees
Printing presses and letterpress establishments not involving lead smelting

Test Fee – 5000.00
Inspection charges (for large scale sawmills) – 7500.00
Main work steps related to the service –

Receipt of application after payment of application fee.
Acceptance along with all documents and collection of applicable fees.
Presentation to the committee and informing the client according to the relevant recommendations. (Notice to complete deficiencies if any or else to obtain approved license)
